The proposed barricading plan will place portions of the barricades on Gamrex owned corner lots at the intersection of Lako and Kina'u Streets in Unit 1 of Kona Vistas. On March 13, 2003 I submitted The enclosed fax transmission to Council Member Joe Reynolds with sufficient copies for the entire Council. I plan on attending the April 1, 2003 committee hearing in Hilo, and will be available to answer all questions regarding my fax memorandum. I will add, there are two other roadway stubs in Kona Vistas subdivision aside from the two abovementioned. One lies mauka of Leilani Street in Unit IE and another at the end of Kamehamalu Street in Unit 113. I assume that these stub -outs are not covered in Resolution 5303. Similar illegal activities occur at the Kamehamalu and Leilani stubs. My question is, "Who determines barricading of particular stub?" Is it HPD, the Council, or DPW? In this instant case land owners on every corner of the subject intersection have concerns. A car falling onto a house should at minimum raise some red flags. Mr. Whittenton, the impacted owner on Lot 1 B/40 was completely unaware of what was transpiring. In keeping with public hearings on planning issues, notification of impacted owners should be required of the controlling County agency as a condition of the ordinance prior to barricading so no violations of Sunshine laws take place. Barricading a roadway has many impacts that may not be initially obvious. An informal forum that airs negative impacts may be wise. Comm. Na 1712, File No. 014♦—• Ref. To: Prose" Ref.
