The Kona Traffic Safety Committee seeks your support for Resolufion 53-03 allowing the temporary
barricading of the stub-outs on Lako and hinau Street
As uuNined on the attached testimony of February 2002, to the County Department of Planning KTSC
views stub-outs as a community safety problem, rife with illegal transactions and behaviors.
the committee hopes that this resolution is the first in a number that will also receive your support,
and Ihatthis situation be prevented in the future by making changes to the conditions ofdevelopment
in multi-stage developments and other developments which create stub-outs.

Dear Director Yuen,
Dead-end streets are a recurring agenda item at Kona ,
Traffic Safety Committee meetings. The concerns are CURRENT
af..^..ys the same.., these isolated areas become:
• Hang-outs for misbehavior and criminal activity
• Convenient trash dumps
• Asphalt canvases for graffiti
• Potential health hazards (trash includes syringes, and other drug-related paraphernalia)
• Open-air luas
Outgoing and incoming Traffic Chiefs, Richard Nishimura and Casey Yanagihara were at the
meeting and explained to committee members and concerned citizens that these types of
dead-end intersections are created to save future Move rocks to
constructions costs. However, there must be a solution block access
to the concerns listed above, and the committee
request the Planning Department's help in finding
and implementing a solution to the ongoing situation i_
at dead-end locations.
We did come up with a number of suggestions,
including the one shown at right. If you need any SUGGESTED
