Barricades for Stub -outs at Lako and Kinau Streets

Kona Vistas residents have been dealing with on-going problems at the top of Lako Street for several
years now. People from outside the neighborhood park in these stub -outs to conduct their drug deals and
to use drugs and alcohol, making this intersection unsafe and unsightly. We still endure loud car stereos at
all hours of the night. Those of us who drive to and from our homes through this intersection daily are
faced with litter and broken glass on the roadway (see photos, p. 2).
Continual requests for police response are not a viable long-term solution to these problems. The drug -
dealers and their buyers are present for only ten to fifteen minutes; those dumping garbage are present
even less time. The few police on duty each shift are responsible for covering a large area of the
coastline, preventing them from reaching the intersection in a timely way. Barricades across these stubbed
roads would prevent people from conveniently parking to conduct their illicit business, then leaving their
litter behind.
Construction access
I am puzzled by Gamrex' request for additional access to deliver construction equipment to Phase II of
Kona Vistas. In an initial presentation about barricades to Councilwoman Pisicchio last year, Mr.
Kashiwa suggested only one point of access for construction equipment, located in the barricades across
Kinau Street. He now proposes access through the barricades in both Kinau and Lako Streets. It seems
that adding additional access in the barricades at Kinau and Lako increases the potential for chains to be
left lying in the roadway rather than properly fastened to prevent access of unwanted vehicles. Such has
been the problem at other of their access roads.
Since the initial discussions about barricades, Gamrex graded a new access road 50 feet below the Lako-
Kinau intersection for construction equipment access and delivery of rock wall materials along the border
of Phase II. Is it possible that this existing access road could be used for equipment destined for Phase II?
There is also construction access at the top of Kamehamalu Street one block north of Lako Street; still
another access point exists on Leilani Street (see photos and map insert, p. 3, for existing access roads).
I appreciate the Council's time in thoughtfully addressing these issues. Thank you for your continued
efforts to help us solve the on-going problems in our neighborhood. I encourage the Public Works
Committee to approve the placement of barricades across the stub -outs of Kinau and Lako Streets.
