You may have already received a communication from me regarding resolution 54-03.
I have some reservations about the wording and tone and would like to submit an
alternative suggestion. I believe in the concept of the board as a necessity in assuring
that impacts at PTA will be minimal. Best of luck to the council in getting the advisory
board in place.
I am not sure of protocol in submitting this. I have given a copy to Councilperson
Jacobson. However, l do feel that I would like to follow-up on yesterday's
communication to you.

A RESOLUTION SUPPORTING THE FORMATION OF A COMMITTEE OR
AllVISORY BOARD TO PROVIDE CITZEN INPUT FOR 'THE POHAKULOA
TRAINING AREA.
WHEREAS, There are many points of discussion and concern regarding Pohakuloa Training
Area and pre and post military expansion impacts that were brought to the attention of PTA, the
public and the government, in the 2002 Environmental Impact Statement; and
WHEREAS, Many of these concerns remain either unsolved, not addressed or their solutions
have not been adequately communicated to the public, and
WHEREAS, Citizens began a helpful and informative dialogue with government and P"fA
officials during the ElS input-period, but this dialogue has been difficult to continue
unofficially; and
WHEREAS, This helpful and informative dialogue process has no vehicle for continuing in an
organized fashion at the present time, yet the concerns and possible impacts at PTA are
ongoing; and
WHEREAS, Citizens with experience in many fields feel they can provide insight and helpful
understanding to solve many of these ongoing issues and problems presented by the military
presence at PTA.
NOW, THEREFORE, BE IT RESOLVED, that the County of Hawaii supports the formation
of a Committee or Advisory Board which will facilitate citizen input, receive information, and
help resolve concerns, opening communication between PTA and the citizens of Hawaii.
BE IT FURTHER RESOLVED, That this body welcomes a representative, or representatives
from county and state government, the business sector, Hawaiian community, environmental
organizations and other non-profit organizations, representatives from the religious community,
the news media, and geographical neighbors to PTA, as well as other interested individuals.
BF. IT FINALLY RESOLVED, that the County Clerk transmit copies of this resolution to The
President of the United States, the Defense Secretary, appropriate Majors and Commanders and
Legislative Representatives and Senators and to the Mayor of the County of Hawaii and to the
Public of Hawaii.
