MEMORANDUM:

Public Works and Intergovernmental ~atio~s Committee
FROM: J. Curtis Tyler Ill, Vice Chair r~ ~ ~ ~ ,

SUBJECT: Resolution 56-03
Attached for your favorable consideration is a proposed Draft 2 of the subject
resolution. As we all know, subsequent to the introduction oI`the original draft of
this resolution, military actions by the United States and Coalition forces have
commenced in Iraq. As a result of the rapid and overwhelming success of these
actions, Saddam Llussein and his oppressive regime have been defeated, and
major combat operations in Iraq are already effectively over, according to official
statements made yesterday morning by the Department of Defense. Indeed, some
military units are already being re-deployed back to their home bases in the
United States.
Accordingly, with all due respect to our colleague and fellow Council Member,
Bob Jacobson, it seems more appropriate to express our support and gratitude to
our commander-in-chief and the U.S. and Coalition forces for their decisive
leadership, multiple successes, and personal sacrifices while participating in
Operation Iraqi Freedom.
For these reasons, 1 respectfully request and thank you for your favorable
consideration of the attached Drafr 2.
