RESOLUTION NO. 56 03

RESOLUTION EXPRESSING THE SUPPORT AND GRATITUDE OF THE COUNCIL
OF THE COUNTY OF HAWAII TO THE PRESIDENT AND THE MEN AND WOMEN
OF THE UNITED STATES AND COALITION FORCES FOR THEIR PARTICIPATION
IN OPERATION IRAQI FREEDOM
WHEREAS, on March 19, 2003, following compliance with the Authorization for lJse of
Military Force Against Iraq (Public Law 107-243), President Bush, as Commander in Chief,
ordered U. S. Forces, backed by coalition allies, under the code name Operation Iraqi Freedom,
to begin military operations to remove Saddam Hussein and his regime From power and free
Iraqi citizens from decades of brutal dictatorship and oppression;
WHEREAS, since that date. U. S. and Coalition forces have rapidly and successfully
carried out thousands of combat air, land, and sea operations against this Iraqi military regime;
WHEREAS, these operations have resulted in U. S. and Coalition casualties;
WHEREAS, these forces have secured control of most of Iraq, prevented widespread
environmental destruction, and removed Saddam Hussein and his oppressive regime from power,
thus liberating much of Tray and its people, and effectively ending major combat operations in
Iraq;
WHEREAS, U. S. and Coalition forces continue to encounter military sites and engage
enemy paramilitary resistance in some areas in Iraq;
WHEREAS, Americans and Iraqi citizens have shown strong support for the leadership
of President Bush and the actions of U. S. and Coalition forces participating in these military
operations in Iraqi; and
WHEREAS, the ongoing success of these operations and the morale of U. S. and
Coalition forces are important, not only to our own national security and freedom, but also for
the future of Iraq and its people.
WHEREAS, the Council and citizens of the County of Hawaii have great admiration for
the members of the U. S. military forces and strongly support them.
NOW THEREFORE BE IT RESOLVED that the Council of the County of Hawaii,
expresses its unequivocal support and unwavering gratitude to:
(1) President George W. Bush, as our Commander-in-Chief, for his strong
leadership and decisive action in authorizing full-scale military operations to
free the Iraqi people, guard against the proliferation of weapons of mass
destruction and continue to defend against threats of global terrorism, and
(2) The dedicated men and women of the U. S. and Coalition forces for their
quick action, selfless courage and personal sacrifices to safeguard and defend
freedom at home and in Iraq; and
BE 11' FURTHER RESOLVED that, with an understanding and compassionate heart
toward all the peoples of the earth, the Council offers its eternal gratitude and deepest sympathies
to the families and loved ones of those who have made the ultimate sacrifice in Iraq defending
liberty and justice for all.
BE IT FINALLY RESOLVED that copies of this resolution be transmitted to President
George W. Bush, Senator Daniel K. Inouye, Senator Daniel K. Akaka, Representative Neil
Abercrombie, Representative Ed Case, and National Association of Counties President Ken
Mayfield.
