Dear Chairman Arakaki and Members of the County Council:
SUBJECT: Negotiated Cost Items, Hawaii Government Employees Association
In accordance with Section 89-11(d), HRS, attached for council action is a resolution
acknowledging the cost items included in the arbitration decision involving Hawaii
County and Bargaining Unit 02, represented by the Hawaii Government Employees
Association (HGEA). The arbitration decision covers the period from July 1, 1995
through June 30, 1997. The cost items aze summarized below:
• 2.00% across-the-boazd increase for all employees on July 1, 1996.
• 2.78% across-the-board increase for all employees on January 1, 1997.
• A continuation of step movements during the two years covered.
Attached as an exhibit to the resolution is a schedule showing the total cost of these
various adjustments over the two years of the contract.
The Council recently approved an appropriation fi•om the fund balance of the general
fund to cover negotiated pay increases. This appropriation will cover this additional
cost.
