These funds, that were part of a refund of unspent County nonprofit grant monies from the Kapiolani Medical Center, will be used for a fundraising skill- building workshop. This requested appropriation action was supported in the unanimous Human Services and Economic Development Committee (HSEDC) committee transmittal of nonprofit funding recommendations to the full Council on April 15, 2003. To expedite the implementation of this project, HSEDC Chair Fred C. Holschuh, M.D. would like to request a waiver from the Finance committee and have the bill heard at the Council meeting scheduled for May 7, 2003. Arakaki, Chair, and Council Members FROM: Aaron Chung, Chair, Finance Committee SUBJECT: Request to Waive A Bill for An Ordinance to Amend Ordinance No. 02-76, As Amended. the Operating Budget for the County of Hawaii for the Fiscal Year Ending tune 30, 2003 At the request of Human Services and Economic Development Committee Chair Frcd C. Holschuh, M.D., 1 am requesting that the attached bill be waived from my Committee on Finance for consideration and approeal by the full Council at its next scheduled meeting on May 7, 2003. Pursuant to Section l(e) of Rulc 4 of the Procedure of the Council of the County of Hawaii, I request yow' support for waiver of this matter in order to approve the piaposed appropriation during this fiscal year. Prompt action on this matter will assure that funds arc committed to facilitate a training for the many nonprofit organizations that receive county funds annually. Bill 95 (attached) was drafted in consultation with the Finance Department upon request of my Human Services and Economic Development Committee. Its intent is to appropriate $2,000 to the Clerk-Council Services OCE Account No.010-101.5101,02.1 15 in order to commit funds during this current fiscal year Cor a fundraising skills-building workshop. The intended workshop (sessions to be held in both Hilo and Kona) will be offered later this year by S. Sanae Tokumura, a highly accomplished and advanced certified nonprofit fundraising professional. For your reference, a copy of her bio and credentials is attached to Comm. No. 126.4, taken up by the Human Services & Economic Development Committee nn April 15, 2003. In addition to her successful capital fund drives on behalf of the new Hilo I Iospice and Hilo Medical Center, her abilities come highly touted by Helen Hemmes of HIUW and Rarry Taniguchi of KTA. The requested appropriation action was supported in the unanimous I ISEDC committee transmittal 01' nonprofit funding recommendations to the lull Council on April I S'~'. With assistance from the Finance Department, Hill 95 has been prepared and numbered and a waiver from the Finance Committee (also attached) has already been approved to expedite this action. However, since the $2,000 to be appropriated is presently in a general fund Sundry Revenues-Prior Year account (resulting from a $9,991.13 refund of unspent grant monies from Kapiolani Medical Center), ibis bill should properly be initiated by your office. I would be most grateful if you could provide the customary letter of transmittal from your oflicc lair the introduction of Bill 95 to accomplish the appropriation as outlined above.
