Re: Amendment to the Hawaii County Code
Enclosed is a bill for an ordinance amending Chapter 2, Article 4, Section 2-11 of the
Hawaii County Code which relates to the issuance of warrants. This amendment adds a
new item to that section which will allow the County of Hawaii to issue checks, or use
other means to pay our creditors and employees, rather than issuing warrants.
Currently, the County issues warrants which are presented to the bank for redemption.
The fee for this service will tie increasing significantly on July 1, 2003. It has been
determined that the County could obtain more favorable fees by issuing checks instead of
warrants.

A. REQUEST:
An ordinance to amend the County Code to allow the County of Hawaii to issue checks, or use other means
to pay our creditors and employees, rather than issuing warrants.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Currently the County of Hawaii issues warrants which are presented to the bank for redemption. The fee for
this service will be increasing significantly on July 1, 2003. It has been determined that the County could
