SUBJECT: RESOLUTION FOR AN INTERIM CRITERIA TO MAINTAIN CERTAIN
"ROADS IN LIMBO"
Enclosed is the administration's resolution that would establish interim criteria for the county to
maintain certain, of the many, "roads in limbo."
There is a need for interim criteria as several communities have approached the Department of
Public Works for help in maintaining a road, which the department have determined is a "road in
limbo." These communities have formed ?on-profit groups, used their own monies to have the
"road in limbo" surveyed and have been working diligently with the department for over a year.
Ultimately, the administration will come forth to the council for approval of a donation of either
cash or land from the commmnity group.
1'he administration is reviewing mayor issues, such as the extent of improvements for these
"roads in ]imbo," given that the width of the road right-of-way of many of these roads does not
meet current standards. [n addition, any policy for maintenance of these roads should be by
ordinance. The administration is working toward that end but there is a need for attention to
certain of these roads where the community has come forward and voluntarily asked the county
to form a partnership. And so we are submitting the enclosed resolution with its list of interim
criteria and look forward to working with the Council on its passage.
