COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 68 03 <br /> RESOLUTION CREATING A MOTOR VEHICLE REGISTRATION CLERK I <br /> POSITION, AN ACCOUNT CLERK POSITION, AND A CLERK III POSITION FOR <br /> THE DEPARTMENT OF FINANCE, TREASURY DIVISION <br /> WHEREAS, the Treasury Division of the Department of Finance collects, manages, and <br /> disburses the County's cash; arranges financing (bonds) for capital improvement projects and <br /> improvement districts; administers and maintains the improvement district accounts; processes <br /> vehicle registration (renewals, transfers, duplicates, notice of transfers, storage, etc.); and issues <br /> County business licenses, as well as dog and bicycle licenses; and <br /> WHEREAS, during the past few years, there has been an increase in the workload for the <br /> Treasury Division due to the growing rate of registered vehicles, of bicycle and dog licenses, and of <br /> cash receipts and expenditures transactions, and due to the amount of time needed for arbitrage <br /> issues and bond sales; and <br /> WHEREAS, the County of Hawaii, over the past two years, has experienced the largest <br /> <br /> growth rate of registered vehicles for any county in the State; and <br /> WHEREAS, presently, the Senior Community Services Employment Program is providing 32 <br /> <br /> hours per week of labor, through two part-time workers, to help lessen the large staff workload; and <br /> WHEREAS, there has been a significant rise in overtime hours in recent years; and <br /> WHEREAS, the creation of a Motor Vehicle Registration Clerk I position, an Account Clerk <br /> <br /> position, and a Clerk III position will improve service to the public by reducing the wait time in line and <br /> <br /> by improving the response time for telephone and mail-in requests, and will improve office <br /> <br /> productivity; and <br /> <br />
