RESOLUTION NO. 68 03
RESOLUTION CREATING A MOTOR VEHICLE REGISTRATION CLERK I
POSITION, AN ACCOUNT CLERK POSITION, AND A CLERK III POSITION FOR
THE DEPARTMENT OF FINANCE, TREASURY DIVISION
WHEREAS, the Treasury Division of the Department of Finance collects, manages, and
disburses the County's cash; arranges financing (bonds) for capital improvement projects and
improvement districts; administers and maintains the improvement district accounts; processes
vehicle registration (renewals, transfers, duplicates, notice of transfers, storage, etc.); and issues
County business licenses, as well as dog and bicycle licenses; and
WHEREAS, during the past few years, there has been an increase in the workload for the
Treasury Division due to the growing rate of registered vehicles, of bicycle and dog licenses, and of
cash receipts and expenditures transactions, and due to the amount of time needed for arbitrage
issues and bond sales; and
WHEREAS, the County of Hawaii, over the past two years, has experienced the largest
growth rate of registered vehicles for any county in the State; and
WHEREAS, presently, the Senior Community Services Employment Program is providing 32
hours per week of labor, through two part-time workers, to help lessen the large staff workload; and
WHEREAS, there has been a significant rise in overtime hours in recent years; and
WHEREAS, the creation of a Motor Vehicle Registration Clerk I position, an Account Clerk
position, and a Clerk III position will improve service to the public by reducing the wait time in line and
by improving the response time for telephone and mail-in requests, and will improve office
productivity; and
~~rAS, there are sufficient funds in the Department of Finance, Treasury Division regular
Salaries and Wages account (010m121-5124.01-011); and
ii0/~l~~S, Article V, Section 5-1.3(c) of the l~iawai`i County Charter states that the Mayor has
the power to "Create positions...forwhioh appropriations have been made by the council...".

that a Motor Vehicle registration Clerk I, Sr-13 position; an Account Clerk, SR-11, position; and a
Clerk III, SR-10, position be created.

Treasury Division regular Salaries and Wages account (010-121-5124.01-011).
