COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 69 03 <br /> RESOLUTION CREATING SIX (6) POLICE OFFICER II (TEMPORARY) POSITIONS <br /> FOR THE HAWAII COUNTY POLICE DEPARTMENT <br /> WHEREAS, the U.S. Department of Justice, Office of Community Oriented Policing <br /> Services (COPS) has authorized funding for a COPS in Schools Grant to the Hawaii County Police <br /> Department; and <br /> WHEREAS, the funding provides for the entry level salaries and fringe benefits of six (6) <br /> new police officers for 3 years; and <br /> WHEREAS, the six (6) new Police Officer II (Temporary) positions created will be filled by <br /> the current staff and the grant will be used to fund the resulting vacancies at the Police Officer I <br /> level; and <br /> WHEREAS, at the conclusion of the grant period, the County will be required to retain the <br /> positions and fund it; and <br /> WHEREAS, the new positions will be placed in the School Resource Officer Program, an <br /> interagency effort that places law enforcement officers in designated schools within the County of <br /> Hawaii; and <br /> WHEREAS, this program will work in conjunction with the Community Policing Program to <br /> <br /> focus on creating and maintaining a safe school and community environment; and <br /> WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor <br /> has the power to "Create positions...fortyhich appropriations have been made by the council...". <br /> <br />
