RESOLUTION NO. 69 03
RESOLUTION CREATING SIX (6) POLICE OFFICER II (TEMPORARY) POSITIONS
FOR THE HAWAII COUNTY POLICE DEPARTMENT
WHEREAS, the U.S. Department of Justice, Office of Community Oriented Policing
Services (COPS) has authorized funding for a COPS in Schools Grant to the Hawaii County Police
Department; and
WHEREAS, the funding provides for the entry level salaries and fringe benefits of six (6)
new police officers for 3 years; and
WHEREAS, the six (6) new Police Officer II (Temporary) positions created will be filled by
the current staff and the grant will be used to fund the resulting vacancies at the Police Officer I
level; and
WHEREAS, at the conclusion of the grant period, the County will be required to retain the
positions and fund it; and
WHEREAS, the new positions will be placed in the School Resource Officer Program, an
interagency effort that places law enforcement officers in designated schools within the County of
Hawaii; and
WHEREAS, this program will work in conjunction with the Community Policing Program to
focus on creating and maintaining a safe school and community environment; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
