The planned Makalapua Business Center lies in Keahuolu, North Kona, on the Island of Hawaii (TMK:7-4-08: por 2, 68, 69 & 70). The project area is a 100.757 acre parcel bound on the northeast by Queen Kaahulnanu Highway, on the southeast by Kona Industrial Subdivision, on the southwest by the old Kona airport, and on the northwest by additional Queen Liliuokalani Trust lands (Figure 1). The planned development of the Makalapua Business Center consists of three areas: Phase I, Phase 2, and Phase 3. Phase 1 includes development of commercial and industrial buildings mauka of Luhia Street and along Che Future Service Street. (Refer to Figure 2 for the projected development plan and Figure 3 for the proposed phasing diagram.) Phase 2 is anticipated to extend commercial development incrementally along Makala Boulevard and to the makai side of Luhia Street. Phase 3 development is anticipated to occur throughout the remaining areas. A preliminary schedule for Phases 1-3 is shown in Table 1. Operational waste collection will involve a centralized system, likely provided by one or more private contractors, where recyclables and wastes from commercial and industrial buildings will be collected and Taken directly to recycling centers or the landfill. Waste that is not recycled will be taken directly to the closest landfill, which is the West Hawaii Landfill in Puuanahulu, managed by Waste Management of Hawaii, Inc. The West Hawaii Landfill is about 15 miles northeast from the proposed development. The shortest driving distance frorn the proposed development to the West Hawaii Landfill is approximately 18 miles. Arrangements for construction waste recycling and disposal will be formalized once construction is ready to begin. Arrangements for operations waste recycling and disposal will be formalized in 2010, when a portion of the planned commercial buildings and all of the industrial buildings are constructed and occupied. SOLID WASTE GENERATION Quantities of solid waste were estimated for both construction and operation phases of the development. An overlap of construction and operation phases is expected as construction continues on some portions of the development while others are completed and opened for use by employees and visitors at Makalapua Business Center. Construction Phase Estimates for construction-generated wastes are for the buildings listed in Table 1 as well as greenwaste from site clearing activities. Trees and shrubs will be cleared to allow for development of the buildings. Most, if not all, of this vegetation will be processed and used on site. Processing may invoke chipping and passive composting to be used as soil amendment at the development. It is anticipated that little or no greenwaste will be landfilled from site clearing activities. The area of the development in Table 1 has been used to estimate the amount of construction waste that maybe generated at the Makalapua Business Center. An estimated range of 3.0 to 5.2 pounds (lbs.) of construction waste per square foot (ft~) of construction (HABIT, 1999) is assumed. The estimated range, together with building area and construction schedule were used to calculate the weight of construction wastes generated per year (Table 2). The composition of construction waste will vary according to the materials selected for the buildings. Table 3 contains information on typical composition of construction waste. They were used to help determine the specific types of construction wastes generated at the development over time. It will continue to expand as more commercial buildings are completed (see Table 1). Because quantities of waste are a function of population, estimates of employee populations were developed. Estimates of employee populations and associated waste generation rates for Phases 1-3 are shown in Table 4. The estilates are based on the following assumptions: • There will be approximately 1 employee per 400 s.f. of gross floor area. This is based on estimates of employment at existing commercial and industrial developments on Trust lands. • Employees will work a standard 8-hour shift per day. The national average of waste generated per person in the U.S. is estimated at 4.5 ]bs. per person per day (Liu, David H.F., 1997). Therefore, each employee generates 1.5 lbs. of waste per day (4.5 lbs per person per day x [8 hours / 24 hours]). The composition of wastes generated during operations at Makalapua Business Center is assumed to be similar to the national averages for municipal solid waste composition. Table 5 includes waste composition proportions based on national data (Liu, David H.F., 1997). Management of these wastes is discussed in the following section. SOLID WASTE MANAGEMENT The closest landfill to the Makalapua Business Center is the West Hawaii Landfill at Puuanahulu, approximately 18 miles (shortest driving distance) from the proposed development site. Queen Liliuokalani Trust intends to recycle and dispose of construction and operation wastes generated at the Makalapua Business Center with private recyclers and haulers. Arrangements for construction and operations wastes will be made closer to Che project beginning. Recyclables and wastes will be managed in a centralized system, and hauled directly to recycling centers and the landfill. Construction Phase As shown in Table 2, approximately 27 to 47 tons per year of construction waste will be generated between 2003 to 2010 during Phase 1. Approximately 31 to 54 tons per year will be generated from Phase 2 construction from 2011 to 2020. During Phase 3, approximately 11 to 19 tons per year of construction waste will be generated between 2021 to 2030. Whenever practical, generation of construction wastes will be minimized and/or recycled. The following will be recycled: greenwaste (processed and used on site), wood waste (processed with greenwaste when practical, depending on type of wood and ability to chip, and used on site), cardboard (recycled off site), and metals (recycled off site). The remaining categories of wastes (i.e., drywall, other) may be recycled if a local recycling vendor is available. Otherwise, these wastes will be landfilled. The construction waste that may be diverted or recycled is shown in Table (i. Operations Phase As shown in Table 4, approximately 99 tons per year between 2010 to 2019 will be generated due to operations in Phases 1 and 2. Approximately 240 tons per year between 2020 to 2029 will be generated due to Phases 2 and 3. Approximately 290 tons per year in 2030 will be generated due to Phases 1-3. The developer will arrange for greenwaste (e.g., yard waste) generated during groundskeeping to be collected and processed for use as soil amendment on the site. Wastes that cannot be incorporated into greenwaste processing on site will be minimized and/or recycled, and the remainder will be ]andfilled. Future arrangements for recycling collection (aluminum, paper, newspaper, glass, and plastic containers) in building areas and waste hauling for the remainder of waste that is not readily recyclable will be made. The wastes associated with commercial activities will also be recycled (likely to include cardboard, paper, glass, and plastic containers). Specialized materials associated with groundkeeping (e.g., pesticides and fertilizers) will be used according to accepted practices (i.e., pesticide rinsate will be used as product, and fertilizer will be used up or incorporated into greenwaste processing at the site). Specialized materials associated with maintenance and industrial activities (e.g., motor oil and solvents) will be recycled when possible or disposed according to accepted practices for the County of Hawaii. Recycled waste compositial for operations is shown in Table 7. Hawaii County's recycling rate is approximately 15 percent (Hawaii Island Economic Development Board, 2002). Based on the assumption that the Makalapua Business Center will have a recycling rate equivalent to Hawaii County, 15 percent of yard waste will be diverted for onsite use; and 15 percent of glass, paper, plastic, and metal can be recycled. All other organic and inorganic categories of waste would likely be landfilled. Contracts with private recyclers and waste haulers will be developed to achieve these ends. In addition, greenwaste will be processed and used on site as soil amendment to the extent practical. Processing of greenwaste may involve chipping and passive composting of organic waste, resulting in soil amendment for use at the Makalapua Business Center. According to the State of Hawaii Department of Health, the West Hawaii Landfill, which has an existing capacity of 50 years, received 99,798 tons of waste in 2002. Using this quantity of waste, the annual percent waste increase to the West Hawaii Land£ll from the Makalapua Business Center was estimated. (Refer to Table 9.)
