The City and County of Honolulu has civil service pilots Mayor Yamashiro is concerned that after July, there may not be am~ aeromedical or rescue services on the Big Island On Hawaii County, there are sixteen x~olunteer fire stations manned b~ ?$0 ~ olunteer fire fighters who serve without pay and prrnide fire protection coverage for a good portion of the Big Island Mayor Yamashiro is concerned that this may he potential violation ~4ost of the road resurfacine by the counties have been by private contract Will the existence of a Hawaii County road resurfacing crew be grounds that future resurfacing cannot be contracted out? :1 partial listing o1' contractual services which may he impacted was also provided by Mayor Yamashiro to further illustrate the potential magnitude of the decision (attached for information). HSAC' President Mansho will keep in touch with the Mayors on This issue and will contact the House and Senate to see what kind of input HSAC can provide so that the Mayors are not the sole voice of the counties on this matter Also under New Business, the Executive Committee was briefed by h7s Darrlvn Bunda of LOTMA_ who informed HSAC that her organization. as a member of the ~-ymerican High~~,as~ Users Alliance, a national organization out of Washington ll C _ recei~ es frequent advisories about pending transportation issues and expressed a willingness to share this information Frith HSAC on a regular basis. She also informed the Executive Committee that the State Van Pool Program. which in a demonstration phase on Maui. EXECUTIVE COMMITTEE bTEETING MINUTES The minutes of the January I 1997 meeting of the HSAC Executive Committee were approved as circulated. III. TREASURER'S REPORT The Treasurer's Report for the month of Januar}' 1997 was approved as circulated. In a side note, it was reported by Kauai that the HSAC 1996 Mid-Year Conference will net approximately $6,000 and that, along with the $6,28; already reflected in the Treasurer's Report, will exceed the projected conference revenues by at least $4,000. It was hoped that this windfall, along with the anticipated savings at the Western Interstate Region (WIR) Conference on Kauai . w-ould offset amp dues increases for FY 97-98 . . IV. REPORTS A. Executive Committee Reports An Executive Committee Report on the approval of the 1997 HSAC Lecislative Package (Appro+ed on .lanuan I 1997) was received and placed on file. B. County Report County reports from Donald Ikeda. Ha+aaii Counh~ Clerk to President Mansho, dated December 20. 1996 resardin~, Hawaii Council action nn HSAC Executive Committee Matters was received and placed on file. C. NACo Reports Vice President Kouchi reported that he has been appointed to the Environment, Energy and Land Use Steerine Committee by President Highto++~er. Cognizant that National Association of Counties (NACo) Bylaws prevent a member from sen'ing on two Steerin~_ Committees or from switching to another Steering Committee after being appointed to a Steering Committee. \%ice President Kouchi +vill further research this matter before tendering his resienation to the Agriculture and Rural Affairs Steering, Committee. Secretary-Treasurer Smith also reported his appointment by President Highton'er as a Vice Chair of NACo's Federal Land Payments Subcommittee of the Public Lands Steering Committee. D. WIR Reports Vice President Kouchi presented an overvie+v of activities planned for the 1997 WIR Conference on Kauai. He indicated that Mahalo Airlines will likely be offering a 5 day pass for $100. Kauai will have a booth at the NACo Legislatiae Conference to further publicize and entice participation at \~~IR 97 Assistance from other staff members as +vell as Council Members in manning this booth is appreciated as there will only be one staff member from Kauai_ The counties are each invited to put up one poster at this booth alone with any brochures. V. UNFINISHED BUSINESS A. 1997 HSAC Legislati~~e Package The Executive Committee reviewed the status of bills included in and relatim* to the HSAC Legislative Package Of primary concern ~cas the TAT. Vice President Kouchi pointed out that if the Le~~islature were to place a cap on the TAT and give the counties an option of raising the excise tax. the Legislature may want HSAC to express its position. In formulatin~~ this position, however, Vice President Kouchi suggested that there is a need to get together with the Mayors so that there can be a unified position rather than a disjointed one with all the counties fighting against each other. Vice President Kouchi indicated that his personal feeling has been for anything that favors home rule. He can appreciate being granted the enabling legislation to levy an excise tax, however, given the state of Kauai's economy, he finds it difficult to support a measure which would allow for raising the excise tax to balance Kauai's Budget. This would be devastating to businesses that are barely able to stay open. President Nlansho announced that a meeting, has been scheduled with both Senate President Mizuguchi and Speaker Souki at 10:00 a.m on Februan~ 25, 1997. Members of the Executive Committee are welcome to attend. It was suggested that members caucus at President Nlansho's office at 3: ~0 a. m. B HSAC Support of State Legislation to Fund D.ARE's Five-Year Plan An HSAC resolution supporting State Legislation to fund the Drug Abuse Resistance Education (DARE) program's Five-Year Plan was referred to the counties For consideration. Hawaii was approved and authorized by the Executive Committee. B. Resolution supportive legislation proposed by the Narcotics Enforcement Division of the State Department of Public Safety for the rep=ulation of products containing gamma hydroxybutvrate b~ the State. This resolution was placed on the agenda for reconsideration after Hawaii County's Finance Committee favorably reported out a proposed ordinance banning gamma hydroxybutvrate. Hawaii County reported that their proposed ordinance has since been filed by the Council. Hawaii Count's position on this resolution ,therefore, has not changed and this matter was tiled s = e VII.
