Dear Mayor Kim,
Inasmuch as there is a gate currently in place blocking Ainaloa Blvd, let's hold off on Public
Works installing our county gate until the Ainaloa gate has been removed. This way our county
erected gate would not block the Ornella's driveway or cause problems for local traffic that
needs to use this route to run their businesses, farms, or interfere with communication and
interactions for families with homes on each side of the gate or interfere with police, fire, or
other emergency vehicles.
Further, I would advise that we start moving as soon as possible on obtaining full fee simple
ownership of both portions of the road connecting to the county lot. Admittedly the COH owns
1 /4000th interest in the section of the road in Hawaiian Acres, and Hawaiian Acres itself as a
community and the affiliated organizations have been in support of this roadway, so there isn't
as great as urgency on that section (although this must also be done in order to start using road
tax monies on this road and to fulfill past grant agreements made with the federal government).
However, because the Ainaloa section of the road has one clear owner, and Ainaloa Community
Association has been occasionally obstructive (e.g.: the current gate), it would be wise to start
proceedings to condemn this section immediately, using our powers of eminent domain. Gary
Safarik and I intend on introducing a resolution to this effect as soon as possible. This
resolution may or may not specify that all sections of the road be condemned immediately.
