Dear Council Members;
The barricading allowed by Resolution 5303 has hit several snags since my April 19,
2003 status report Since then, I find that the County has na, concrete barricades of its
own. I submitted a boulder plan to DPW on April 19, 2003 f}) lieu of barricad s, This
plan was not approved by DPW. It now appears that only concrete "Jersey"; barriers
can be used on Lako and Kinau Streets pursuant to the ordnance. I have prevailed
upon Isemoto Contracting (Kona Division) to see how many, Jersey barriers hey can'
spare. They are the only Kona source available and further only have four (4)~ barriers
they can spare, The barrier$ are usually rented out at $300 per month, plus haul-in,
placement and removal. ~ You will recall that the police plan called fior sQVen barriers.
Based on this, I will ask DPW for approval of a combination of Jersey barriers and
boulders, I hope they relent as few alternatives exist. If this riew plan is approved I will
do au I can to aahieve placement and removal of jersey barry'ers and boulders without
cost to the County. Free barricading will depend solely on community donations from
both Isemoto Contracting, Ltd. and Gamr®x, Inc.

This new plan depends on DPW approval, and if the combination of barrjers and
boulders is rejected, barricading can't be done. I will try to persuade DPW as best I can.
As promised, I will advise you of our progress.
