Re: Amendment to the Hawaii County Code
Enclosed is a bill for an ordinance amending Chapter 2, Article 18, Section 2-109 of the
Hawaii County Code which relates to uncollectible accounts. Currently, the County of
Hawaii is required to keep all accounts receivable on the books for a minimum of two
years. However, many of these accounts receivable are known to be uncollectible much
sooner than the two years.
This amendment removes the sentence from section 2-109 which states "No account shall
be so deleted until it shall have been delinquent for at least two consecutive years."
Removing the time frame will allow the County to better reflect the true accounts
receivable balances. Collection efforts will continue and will not be hampered by the
removal of this sentence.

A. REQUEST:
An ordinance to amend section 2-109 of the County Code regarding uncollectible accounts to delete the
sentence "No account shall be so deleted until it shall have been delinquent for at least two consecutive
years."
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Currently the County of Hawaii is required to keep all accounts receivable on our books for a minimum of
two years, however, many of our accounts receivable are known to be uncollectible much sooner than two
years. The criteria in section 2-108 of the County Code are very specific and this sentence is not needed.
Removing the time frame will allow us to better reflect our true accounts receivable balances. Collection
efforts will continue and will not be hampered by the removal of this sentence.
