Draft 5 of the proposed ordinance is attached for your review and consideration. This draft reflects the
increase to t1he residential. haub 's credit passed at the County Council meeting of May 7, 2003. Draft 5
shows the credit based on 1.5 (one and or;c 1alf) tons of rubbish per year for an average household, about
3 bags of trash/week.
Attached are two data sheets:
1. An analysis of the residential hauler's credit at various tonnages. The first year shows a 280% increase
in the credit with a 30% irf reasc in the, landfll tipping fee. In subsequent years the new fees and
credits arc proportionally equivalent.
The line titled, "net chanZP
cre from previous year" shows the annual savings for the hauler over the
present fee/credit structi rc per houschold. For example, at 1.5 tons per year (momfill.y credit of $5.60),
and the landfill tipping fee at $45/ton, the annual savings for the hauler, for each household they
service, is $28.20.
2. Projected revenues and expenses of the Solid Waste Fund through FY 07-08. This is updated to show
the increase to the credit and the increase of the general fund subsidy.
