Draft 6 of the proposed ordinance is attached for your review and consideration. This draft reflects the
changes voted on at the County Council meeting of May 7, 2003. It also further refines and clarifies how
the residential hauler's credit is determined and audited.
Draft 6 addresses two issues:
1. Careful review of the Bill revealed some ambiguity in the narrative describing how the credit is
determined. We believe this change provides clarity and will eliminate any confusion as to the intent
of how the credit is applied.
2. Since the residential hauler's credit is increased substantially, this draft includes more detail for
the application fornr.
Draft 5, 20-46 (c), states, These credits shall be directly proportional to the landfill disposal fee, based
on an average of I.5 (one and one-half) tons. Commercial haulers who claim this credit shall provide
documentation to the Solid Waste Division includine, but not limited to, a name, and address for each
credit claimed.
Draft 6, 20-46 (c), states, The annual credit shall be equal to the landfill disposal fee multiplied b rL1.5
(one and one-half) tons per year per single family household. Commercial haulers who claim this
credit shall provide documentation to the Solid Waste Division including, but not limited to, customer
name, mailing address, and Tax Map Key number for each credit claimed.
