My dog was hit by a car there also. People drive 50 mph coming over that hill. 1 am afraid of
leaving the house every morning they come over the hill so fast. Please do not open that road.
The "bad guys' also use that road as an escape route from the cops and to burglarize our
houses.

This letter/testimony is in regard to resolution #65-03 the proposed
reopening of the Puna Emergency Access Road. As residents of Moho SURd 8 we
are aware of the extreme hazard of reopening the road to through traffic.
During the time the road was open. hundreds of cars traveled at high speeds
over blind hills using the road as if it was a continuation of Highway 11.
Many factors put the community and drivers at risk.
School buses -busses stop along the road to let the children on and off
The children then walk along the busy roadside to their homes. Transients
through the neighborhood are unaware of this as they come barreling over the
hills
Joggers/walkers -dangerous for joggers, walkers and bikers due to high
traffic conditions and narrow road, especially when people pass each other.
(frequent occurrence)
Hazardous for pets -our next door neighbor's dog was killed by a speeding
car as well as our dog lost his leg due to a car speeding through the
subdivision. The residents know the other residents and their cars.
Poor visibility -Little visibility particularly at driveways entering the
road near blind hills. Entering and exiting your home is a dangerous
occurrence.
Rainy weather -the water pools along the sides of the road due to poor
drainage. Drivers try to avoid the deep puddles by driving in the middle of
the road, even over hills.
Large construction trucks -large construction trucks passing through
Hawaiian Acres frequently drive in the middle of the narrow road at high
rates of speed.
Liability -Tremendous liability concern for the taxpayers responsible if
the road opens to the public. We know of 4 accidents at the 4-mile marker
alone. Some we witnessed and reported one where we needed to provide first
aid until an ambulance arrived to transport the victim to the hospital This
required the road to be blocked to traffic over the blind hill, a hazard for
the emergency crew. We have found pieces of the wrecked automobiles along the
roadside. This is at onry one point of a 4+ mile road; there was a serious

accident on the Ainaloa side of the road as well.
There have been countless times when we have driven over the hill to find
someone heading right at you in your lane.
Puna Emergency Access Road should be just that, used in case of sudden
necessity, an emergency not as a convenient bypass.
Please help us protect the children and residents of Hawaiian Acres, as well
as the transient motorists. Do not open the road for through traffic until
the roads have been widened, sidewalks and emergency shoulders provided and
the hills graded to meet safety standards.
