FEMA Response
Hawaii 2000 Flood, FEMA-1348-DR-HI
This is in response to your March 30, 2001, letter requesting additional information on the
subject project. Enclosed is the Federal Emergency Management Agency (FEMA) letter dated
November 27, 2001. A summary of FEMA's points is listed below.
1. FEMA is requesting documentation of a legally binding agreement to maintain the Wood
Valley Road in the form of County Council minutes noting the adoption of the road and
the maintenance in perpetuity.
2. FEMA did not approve the request to build the bridge to pass maximum peak flood per
County's standards.
3. The bridge removal cost will be reimbursed based on actual cost.
4. FEMA added the County's request for the concrete wall removal and disposal into the
notes section and directed the County to include this item in the plans for repairs. Any
cost adjustments will be in a version of the project worksheet after the bids have been
received.

Item number 2 has been addressed by the State in a letter dated October 25, 2001, to FEMA
requesting substantiation for the lack of recognition of County standards. Item number 1
requires action from the County to the State.
