Dear Council Members,
I applaud a smoking ban in restaurants, but urge the Council to consider
the possible negative impact on tourism that a total ban may produce. If
all the other islands will allow smoking in bars, then we should allow
the same. Reputations among travelers spread fast, and this is not a
good time to be more restrictive than the other islands. All other
things being equal, a total ban may cause a decline in visitors to the
Big Island that, however slight, we just cannot afford. Frequenting a
bar is a completely optional adult activity and allowing smoking only
in bars will not subject anyone to second-hand smoke unless they choose
to be there.
