These funds are to be budgeted in next fiscal year's budget and will be used towards the planning of the proposed Kohanaiki Coastal Park. We kindly request that the Council amends the Mayor's Amended Operating Budget for FY 2003-2004, submitted on May 5, 2003, to include this grant by creating the General Fund revenue account, numbered 3305.32, and the expenditure account, numbered 010-151- 5141.54, both titled "Open Space Heritage Network". If at this time, the Council elects not to amend the proposed FY 2003-04 budget, we will submit the resolution authorizing the Mayor to enter into an agreement with the Hawaii Tourism Authority along with the bill to appropriate these grant funds in early July. Che Department of Research & Development applied for the grant on our behalf. We request an appropriation for this grant. The grant information are as follows: Name of Grant: Planning for Proposed Kohanaiki Coastal Park (Note: The name of the grant as approved by the HTA is "Hawaii Island Open Space Heritage Network". The original grant application proposed to do an islandwide open space plan with Kohanaiki as a pilot implementing project. The amended application reduced the scope to just the Kohanaiki project due to HTA~s limitation on funding availability. We will leave it up to you whether the title for the requested appropriation should conform to the grantor's project reference orto a more accurate description ofthe project). Origination of Funds: State funds. Grantor: Hawaii Tourism Authority. Grant Period: HTA's award letter did not specify the grant period, and we have not yet received the contract. We expect to spend the funds by December 2003. Hawaii 96720 Dear Jane: We are very pleased to inform you that the County of Hawaii has been awarded $60,000 to support your "Hawaii Island Open Space Heritage Network" project. Additionally, the project you submitted on behalf of the YWCA of Hawaii Island entitled "Old Volcano Trail Restoration" was awarded $55,000. We are very excited about this new Natural Environment Program and look forward to working with you to implement your project. The contract between the HTA and the County is currently being drafted, and will be forwarded to you as soon as it is available. To assist in this contracting process, as the County project award is significantly less than your original request, would you please submit a revised budget reflecting the HTA award of $60,000 to us by May 7, 2003?
