The funds will be used to conduct seatbelt roadblocks and to purchase 20 tint meters. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the additional funds into the Occupant Protection Program account and bringing the total grant appropriation to $103,300. In order to expedite the purchase of the tint meters by end of this fiscal year, the Police Department would like to request a waiver from the Finance committee and have this bill heard at the Council meeting scheduled for June 4, 2003. ADDENDUM (For MVSO Use Only) This addendum increases OP03-OS (01-H-02) entitled Hawaii County Police Department Seat Belt Program, by $53,300.00, from $50,000.00 to $103,300.00. The funds are to be used to complete the project objectives stated in schedule A of the approved project application. _ , The additional funds are for the fourth yeaX of the 157 (b) program. The increase also includes an additional $3,300.00 to purchase 20 tint meters. The funds to purchase the tint meters are due to the outstanding efforts made by the Hawaii County Police Department during the 2002 Click It Or Ticket campaign. Due to our recent policy on paid media, highway safety grant funds cannot be used to purchase media (television and radio air time). However, grant funds can be used to produce the public service announcements, if it is part of the approved grant description. 2. Pursuant to Section I (g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review.
