I ha+e been +vorking n•ith the DP«" to develop a spread sheet mode] for doing a fiscal sustainabilit} audit on subdivision roads. ++hether ne+v or existing. This audit +vould determine +vhether the High+va} Fund re+enues generated b}'this road are sufficient to support its long term maintenance at taxpa}•er's expense. variet}• of dedication conditions could be a+ailable to mak up the difference When revenues generated fall short of costs. Some of these are to require maintenance up to pavement b}' adjacent lando+vner or o++ners' association. annual fees to High+va}~ Fund etc. lthout a fiscal sustainablllt~~ standard for all roads, that mandates enforceable conditions to bring costs in line ++ith revenues, I agree ~clth DP~~'s position that narro~~ pavements mad cost too much to maintain. Existing Roads: Ro}' Takemoto is preparing a draft of a dedication code for existing roads, no as part of the subdivision code. but be as separate code under Chapter 24, SUeets and Side+valks.
