Dear Councilmember Tyler:
Thank you for contacting me regarding the Senate appropriations letter for the
Payment In Lieu of Taxes (PICT) program for FY 2004.
I am a strong supporter of the PICT program and the concept of compensating counties
for taxes forgone from Federal lands. [have signed the PICT letter in past years and will
continue to look for opportunities to support transfer payments to counties. I realize that the
modest amount that the County of Hawaii receives in the program has to be stretched a long
way in providing law enforcement, fire, and search and rescue services for the County of
Hawaii.
Please be assured of my continued support for the PICT program. Once again, mahalo
