Mitchell, Megan
From: Bell, Barbara
Sent: Thursday, May 15, 2003 4:38 PM
To: Tyler, Curtis; 'CURTIS TYLER (E-mail)'
Subject: Recycled Water Rates
The proposed ordinance to set a rate for recycled water (50 cents per 1000 gallons) is on the council agenda for May 21.
I should be able to be at council. I was going to Maui to check out their composting program, but have delayed until first
thing Thursday morning.
The rate was set there because fresh, potable water is over $1/1000 gallons. It costs a lot more money to treat wastewater
and return it to nature without polluting anything than it does to pull water out of the ground.

We figured if we could off-set our costs to some extent that would be beneficial for all. Accounting for the limitations of
recycled water (for irrigation and dust control) we think the rate is most fair as a fraction of the cost of potable ag water,

around 1/2 in this case.
If you have any questions, please ask. Hope this helps, Barbara
Barbara Bell, Director
County of Hawaii, Department of Environmental Management

25 Aupuni Street #208, Hilo, HI 96720
Phone: 808.961.8083 Fax: 808.961.8086
http:/lco. haws i i. h i. us/directory/d ir_envm ng. htm
•.o'
Ref.
