REQUEST: Create two new part-time Water Safety Officer II positions for East Hawaii to provide back-up support at Honolii and Ahalanui Beach Parks. These positions will also provide the lunch break relief required by contract. g, aarxrR[~[~ND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI: In our mission to provide 7 day coverage at the above two beaches, we are proposing an increase in coverage from a 6 hour shift (10:00 am to 4:00 p.m.straig to an 8 hour shift (9:OOa.m. to 5:30 p.m. with a meal break). The new positions will provide lunch relief as well as provide additional coverage during the peak use hours between 12'00 and 4;00 p. m. In addition, we have experience many times when staffing is extremely short due to vacancies, sick leave, emergency vacations, etc. that these part-time positions will enhance our pool of lifeguards to provide back-up coverage. Due to the geographical isolation of Ahalanui Park (1 mile from Pohoiki Boat Ramp and potentially long response time of emergency back-up support (police & fire), double coverage becomes essential in providing effective emergency care and in the enforcement of rules and regulations. Honolii Beack Park has the potential for multiple rescues on a regular basis as a popular surf beach and this situation has occurred. Due to the difficulty in responding to the beach area (parking, steep stairs, etc.) again, double coverage is essential for providing emergency care and in enforcement duties.
