Re: County Ordinance Section 20-45
Dear Councilman Elarionoff
As you aze probably awaze, we had a wildfire at Waikoloa Village on Sunday, May 18,
2003, that burned approx. 400 acres and threatened several residences. Through the
efforts of the County Fire Dept. and some help from other agencies, a potential disaster
was averted and there were no injuries or substantial loss of property.
The fire was fueled by dry vegetation and dumped debris and phut trimmings. The
above County Ordinance sets a penalty of "not to exceed $500" on illegal dumping of
waste materials on public or private lands.
I would like to suggest to drastically increase the penalty, to perhaps $5,000 or even more
as a stronger deterrent against dumping. If enforced, through evidence, this could
increase the County's General Fund and save on the costs of fighting fires fueled by
illegally dumped materials.
Please consider introducing an increase in the penalty provision to the County Council
for action.
