SUBJECT: TEMPORARY REASSIGNMENT OF PERSO NEL
This is in response to your letter of May 9, 1997 regarding the
temporary reassignment of Mr. Larry Capellas to serve as staff engineer
to the Hawaii Redevelopment Agency (HRA).
With the reorganization and implementation of the HRA commission, there
has surfaced a need for full-time staff support to allow these appointed
commissioners to fulfill their responsibilities. The Mayor has
recognized Mr. Capellas, as former Executive Director for the agency, as
a well qualified engineer to assume this very important task.
Both my Deputy and I are very aware of the issues surrounding the Solid
Waste Division and will closely monitor events to insure compliance with
laws and pending litigation.
