As Public Works and Parks Committee Chairperson, I am very concerned about the recent
announcement of transferring Larry Capellas of Solid Waste Division to the Hawaii
Redevelopment Agency. Without any information, I will not question the motives or justification
of the transfer, but I certainly question the timing.
There aze so many concerns and questions about the future of our Solid Waste department, and
the Supreme Court Ruling has placed our County in a possible crisis situation. Public safety and
health is our concern, and a change in top leadership in the heat of this unfolding episode brings
up more questions than answers. Is this transfer absolutely necessary during this critical time
when the County Solid Waste Division is facing major challenges and changes?
As Chairperson of the Public Works Committee, I have had numerous phone calls regarding the
timing of this transfer and I would like to receive an explanation so I may be able to respond. I
have directed callers to call you, but they are hesitant to question the people that are implementing
this questionable transfer.
