Earlier this year, the Office of the Prosecuting Attorney received grant funding from the
State of Hawaii Department of Human Services, Office of Youth Services to create or
expand prevention program(s) that address juvenile delinquency risk factors identified in the
Hawaii County comprehensive strategic plan for juvenile justice. They have solicited and
have received proposals from organizations to assist in its Juvenile Delinquency Prevention
Program. Laupahoehoe High and Elementary School's proposal was selected to expand
their Native Hawaiian Community-Based Education Learning Center program.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with
Laupahoehoe High and Elementary School for a Title V juvenile delinquency prevention
program.

A. REQUEST:
Approval authorizing the Mayor to enter into an agreement with Laupahoehoe High and Elementary School
for a Title V juvenile delinquency prevention program. A total of $15,000.00 will be provided to Laupahoehoe
High and Elementary School to expand their Native Hawaiian Community-Based Education Learning Center
program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)
The Office of the Prosecuting Attorney received Title V federal funds for a juvenile delinquency prevention
program in Hawaii County. The Laupahoehoe High and Elementary School submitted a proposal to expand
their Native Hawaiian Community-Based Education Learning Center to provide services to students from
kindergarten to grade 12. Services include: tutoring; diagnostic testing; time management counseling and
career related activities to develop skills necessary for success in the workplace and home; and
development of leadership skills.
