We understand the County of Hawaii is moving forward with its proposed General Plan
("GP"). In connection with your proposed GP, the Department of Land and Natural
Resources ("DLNR") would like to reiterate its request for certain revisions to the GP
and also provide an update on DLNR's plans for certain State-owned lands in
Kealakehe.
DLNR is the owner of approximately 350 acres of land surrounding, and south of, the
Honokohau Small Boat Harbor. DLNR is seeking to develop these lands, which consist
primarily of TMK parcel nos. (3) 7-4-08:03 and 71 (but which also include several small
TMK parcels).
The majority of these DLNR lands are designated "Open" under the existing and
proposed GP. By letter to the Honorable Bobby Jean Leithead-Todd dated May 31,
2002, DLNR's Boating Division submitted comments to the County Planning
Department's proposed GP and requested certain amendments that would allow the
development of the lands surrounding the Honokohau Small Boat Harbor. Since that
time, DLNR's Land Division has taken over management of these lands and has been
considering various development alternatives. DLNR has also had several discussions
with various entities interested in developing all or a portion of these lands.
Recently, the Board of Land and Natural Resources authorized DLNR to issue a
request for proposal to select a developer for these lands. The Board's approval
contemplates amaster-planned, mixed-use project, which could include an expansion
of the existing harbor, together with commercial, industrial, resort and recrea 'o I

facilities. As part of the Board's approval, DLNR will hold an initial public meeting
shortly to solicit community input regarding the proposed development project. The
development process will also provide numerous other opportunities for community
participation, including public hearings and public comment periods required in
connection with the necessary EIS and land use entitlement processes.
The amendments previously requested in DLNR's May 31, 2002 letter would also allow
the development of the mixed-use project contemplated in the Board's approval. These
amendments are shown on the attached map and are further explained below:
G-16. Relocated/reconfigured Resort Node. The existing GP includes two Resort
Nodes within DLNR's lands. DLNR believes it would be more appropriate for any
resort use to be closer to the harbor area and requests that the two existing
Resort Nodes be combined and relocated as shown on the attached map.
G-17. Open to Urban Expansion. DLNR requests that the remaining DLNR lands be
designated Urban Expansion to allow the development of the mixed-use project.
First of all, the Urban Expansion designation is appropriate for the areas
immediately surrounding the harbor to allow marina-support and marina-related
commercial and industrial uses. Second, the area near Queen Kaahumanu
Highway has excellent development potential for commercial and/or industrial
uses due to its proximity to both the highway and the harbor. And third, an Urban
Expansion designation of DLNR's lands would be consistent with the designation
of the adjacent DHHL and Queen Lili'uokalani Trust lands.
DLNR believes the subject lands are currently underutilized and have excellent
development potential. The proposed revisions to the GP would help facilitate the
development of these lands, which in turn would provide much needed facilities, jobs,
and revenues for the State and County of Hawaii. .
