From Council Chairman James Y. Arakaki, dated .tune 19. 2003, transmitting the
above bill. "Phis measure (1) specifies and clarifies the responsibilities of the
protocol officer in the process Tor terminating a sister city relationship and (2)
clears up inconsistencies between Section 2-165(c) and Section 2-166(c) of the
I lawai'i County Code.
