This is to acknowledge receipt of ten (10) copies of the preliminary plat map dated June 10, 2003, and filing
fee of $525.00 for the referenced application for 11 lots. Also, we acknowledge receipt of a fax transmittal
dated May 28, 2003 from Dennis Young, requesting a deferral action for the referenced application.
In connection with the subject application for subdivision, we also acknowledge receipt of the following
documents in compliance with their respective conditions as required by Rezoning Ordinance 03-40:
1. Condition F - A drauiage study for the project site shall be conducted by the applicant and
approved by the Department of Public Works, prior to the submittal of plan for subdivision
review. Drainage improvements, if required, shall be constructed meeting with the approval of
the Department of Public Works in conjunction with the issuance of Final Subdivision Approval.

2. Condition I -The applicant shall prepare an archeological inventory survey and data
recovery/mitigation plan for the review and approval of the Planning Director, in consultation
with the Department of Land and Natural Resources-State Historic Preservation Division
(SHPDJ, prior to the submittal of plans for subdivision review and/or any land alteration
activities within the project site. All archeological mitigation measures that are required by the
approved data recovery/mitigation plan shall be fully implemented by the applicant prior to the
submittal of plans for subdivision review and/or any land alteration activities within the project
site.
(a) An "Archeological Site Preservation Plan Site 21866-Alanui Kauhini Land of Kalaoa 4m
North Kona District, Island of Hawaii' (Haun and Henry 2003). The plan was accompanied
by a DLNR-HPD letter of approval for said plan dated May 23, 2003.
(b) "Archeological Inventory Survey for TMK 3-7-3-10:29, Land of Kalaoa 4~n, North Kona
District, Island of Hawaii' identified as Report 211-121002, dated December 2002 and
prepared by Alan E Haun, Ph.D. and Dave Henry, B.S. The survey was accompanied by
a Department of Land and Natural Resources -Historic Preservation Division (DLNR-
HPD) letter of approval for said survey dated April 3, 2003.
(c) Document No. 0306MM10, dated June 20, 2003, was received by fax stating "Site 21866,
a wall comprising a portion of a historic road called the Alanui Kauhini has been
satisfactorily identified on the preliminary subdivision map. Physical delineation of
protective buffer has been satisfactorily installed" in connection with the proposed
subdivision of Lot 47-A-1 at Kalaoa 4~n, North Kona, Hawaii Island. The document further
stated that "no historic properties will be affected" by this undertaking.
By copy of this letter, we are forwarding copies of the referenced documents submitted in compliance with
Rezoning Ord. 03-40 to the Planning Commission and County Council for their records.
Also, by a copy of this letter, we are forwarding the application and preliminary plat map to the listed
officers for their review and comments. Please be advised that we are deferring action on the referenced
application until all listed officers' comments are received.

'Thank you for submitting a copy of the above referenced plan for our review and comment. 'The plea
was hand delivered to our office Dn May 22, 2003 by Mr. Denrris Young.
Site 21866, an historic road called the Alaaui I{auhini, was one of six historic sites recorded in as
archaeological inventory survey of the subject parcel by your firm in 2002. The site was evaluated as
significant under multiple criteria and recommended for preservation.
The site will be preserved "as is" with no itrterpredve development. The short-term and long term
preservation measures outlined in your plan are acceptable. The site will be protected by a 10-foot
pernuuunt buffer. Metes and bounds descriptions of the preservation site and buffer zone will be
recorded in the property deed(s) and the location of the site will be plotted on the subdivision plat map.
Your plan meets with our approval. As a reminder, a letter confirming that the Preservation Plan has been
successfitlly implemented needs to be submitted to our office to complete the historic preservation review
process.
