Re: Bill 93(Draft 3) for an Ordinance Amending Section 25-8-4 (South Kona Zone
Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code, by
Changing the District Classification from Single Family Residential (RS-15) and
Agricultural (A-la) to Village Commercial (CV-10) at Kalukalu la', South Kona,
Hawaii, Covered by Tax Map Key 8-1-2:Portion of 40 (5.595 acres) (Applicant:
Hokukano Ranch. Inc.l
Dear Chairman Arakaki and Members of the County Council:
On behalf of the Applicant, Hokukano Ranch, Inc., this is to provide information that was
requesting upon first reading of the subject bill in regard to the hours of operation for the
proposed visitor center on the subject property.
If the County Council is inclined to impose a condition in this regard, the Applicant is
agreeable to a condition that reads: "Normal operating hours for the proposed visitor center
will commence no earlier than 8:30 a.m. on school days."
In addition, the Applicant opposes the renewed requesC by the Planning Director to re-
insert the former Condition G in modified form. This would prohibit all unspecified
improvements within the "A" and "AE" zones within the flood plain that is identified on the
property. As previously discussed by the County Council on this issue, the County has an
existing chapter of the County Code(Chapter 27 -Flood Control) that regulates all structural and
land improvements within a flood plain. There is simply no need to adopt another quasi-policy
through zoning conditions, as the Planning Director proposes.
