Dear Chairman Arakaki,
I am among many that applaud your introduction of the modification to the No Smoking
ordinance (Bill 260, Draft 4). Although my council representative, Bob Jacobson is
adamantly opposed and publicly criticizes you, 1 think a less stringent ordinance would
be a good compromise.
I am anon-smoker but strongly feel that the small private enterprises and private
homeowners should make there own decisions on smoking and not the government.
The 15-foot boundary as originally proposed is far too restrictive and will probably
require an increase in the county budget to provide all police officers with a tape
measure.
Where do we go from here? Does the Hawaii County Council restrict smoking in
apartment buildings and condo's? And then will it be all private residences?
It would be prudent for the council to not over-react and take these important
restrictions one-step at a time. One of the first steps is for the Individual to decide
whether he or she wishes to ba in a smoking area.
Mayor Kim has indicated the proper direction and I hope you can convince the other
eight members of the council to think this out very carefully before it's cast in cement.
