Results of a new study indicate that Ottawa's strict smokefree workplace law has had no negative impact
on sales of food and drink. In fact, it's allowed new restaurants to open and existing bars and restaurants
to expand, said Alex Munter, Ottawa City Councilor.
The study, released yesterday by the Ontario Tobacco Research Unit, found that relative to retail sales,
bar and restaurant sales in Ottawa have remained constant since a smoking ban was implemented in
August 2001.
"In the 16 months (August 2001 -December 2002) since the law was introduced, there have been 181
new or expanded businesses," Munter said. "In every jurisdiction in North America with a similar
smokefree law, people adapt to the law quickly."
"Every peer-reviewed study using sales tax data shows that smokefree workplace business does not
harm business," says Joe Cherner, president of SmokeFree Educational Services, Inc. "Most people,
including smokers, prefer to breathe clean air."
University of Toronto professor Roberta Ferrence who examined the data said, "This is a very clear
message that has been shown time and time again: Eliminating smoking in bars and restaurants will not
negatively impact on sales."
Chris Swail, owner of The Manx Pub in Ottawa, said business has never been better and he's seen a
significant hike in sales since the law was introduced. "On average, we are up 12%. It's been great for
us."
"As responsible owners we had to support it," he said, referring to the rights of employees and patrons
not to have to inhale potentially dangerous smoke.
The study examined taxable sales of~bars and restaurants from March 1998 to June 2002.
