COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 82 03 <br /> vx.~>F-r a <br /> RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO <br /> <br /> AGREEMENTS WITH THE STATE OF HAWAII DEPARTMENT OF DEFENSE, <br /> STATE CIVIL DEFENSE, PURSUANT TO HRS 46-7, FOR THE FY 2003 STATE <br /> HOMELAND SECURITY GRANT PROGRAM <br /> WHEREAS, the State of Hawaii Department of Defense, State Civil Defense has authorized <br /> its FY 2003 State Homeland Security Grant Program funding for the Hawaii County Civil Defense <br /> <br /> Agency; and <br /> WHEREAS, the State funds, derived from a grant provided by the Department of Homeland <br /> Security, Office for Domestic Preparedness, are to be used for the purchase of specialized equipment <br /> <br /> to enhance the capability of state and county agencies to prevent and to respond to incidents of <br /> <br /> terrorism involving the use of chemical, biological, radiological, nuclear or explosive (CBRNE) <br /> <br /> weapons; and <br /> WHEREAS, the funds also provide for the protection of critical infrastructure and prevention of <br /> <br /> terrorist incidents; for costs related to the design, development, conduct and evaluation of CBRNE <br /> <br /> Training Program; and for costs associated with implementing each state's Homeland Security <br /> Strategy; and <br /> WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain <br /> <br /> the consent of the council to enter into agreements with the federal or state governments respecting <br /> action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any <br /> funds or other assistance in connection with projects being or to be undertaken pursuant to those <br /> powers. <br /> <br />
