COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 82 03 vx.~>F-r a RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AGREEMENTS WITH THE STATE OF HAWAII DEPARTMENT OF DEFENSE, STATE CIVIL DEFENSE, PURSUANT TO HRS 46-7, FOR THE FY 2003 STATE HOMELAND SECURITY GRANT PROGRAM WHEREAS, the State of Hawaii Department of Defense, State Civil Defense has authorized its FY 2003 State Homeland Security Grant Program funding for the Hawaii County Civil Defense Agency; and WHEREAS, the State funds, derived from a grant provided by the Department of Homeland Security, Office for Domestic Preparedness, are to be used for the purchase of specialized equipment to enhance the capability of state and county agencies to prevent and to respond to incidents of terrorism involving the use of chemical, biological, radiological, nuclear or explosive (CBRNE) weapons; and WHEREAS, the funds also provide for the protection of critical infrastructure and prevention of terrorist incidents; for costs related to the design, development, conduct and evaluation of CBRNE Training Program; and for costs associated with implementing each state's Homeland Security Strategy; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers.
