•14t&-BERE~S, Section 10-11 of the County Charter requires that any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or more than one fiscal year be approved by resolution; and
~?9f4~IeRE~S, it is essential for the County of Hawaii to have a minimum of thirty-five (35) dependable refuse
trailers operating seven (7) days per week islandwide for solid waste operations; and
tiV9°9ERleAS, the County has ~;leven (11) refuse trailers which need to be taken out of regular service due to
maintenance costs which exceed their valuation; and
4PVF9EFtEAS, there are no available rental replacements for refuse trailers; and
'~I°6ERE.AS, the County wishes to enter into a five (5) year contract to lease with purchase options for eleven (11)
refuse trailers for solid waste operations.

anticipated obligations of the County under the terms of the agreement.
