I do wish to apologize for the <br /> confusion. This letter is to clarify the issues that were brought up during that meeting. <br /> The State of Hawaii Department of Defense, State Civil Defense Division (SODA) has <br /> authorized its FY2003 Homeland Security Grant Program Funding of $599,400.00 for the <br /> Hawaii County Civil Defense Agency. <br /> $479,400.00 of the $599,400.00. must be used to purchase first responder equipment as <br /> stated in the Memorandum of Agreement, dated May 16, 2003. <br /> $120,000.00 must be used to hire personnel to support the grant program initiatives, <br /> which should include Department of Homeland Security grant management and <br /> administration, training, and exercises as the duties relate to the intent of this grant, <br /> previous and future grants being administered through the Office for Domestic <br /> Preparedness. <br /> Clarification: <br /> ? Personnel hire is for two years ($60,000.00 per year) and includes all fringe <br /> benefits. <br /> ? Person shall manage and administer all grants authorized the County of <br /> Hawaii administered through the Offtce of Domestic Preparedness. <br /> ? Person should be familiar with grant management and administration <br /> ? Person need not be an expert trainer on Weapons of Mass Destruction (WMD) <br /> or Chemical, Biological, Radiological, Nuclear, Explosives (CBRNE) <br /> or Hazardous Materials (HAZMAT), but should be able to coordinate the <br /> WMD, CBKNE and HAZMAT response training for responders. <br /> Comm.
