RE: Resolution No. 82-03 and Bill No. 120
At the last meeting of the Council Committee on Finance, several issues were raised in
regards to Resolution No. 82-03 and Bill No.120. I do wish to apologize for the
confusion. This letter is to clarify the issues that were brought up during that meeting.
The State of Hawaii Department of Defense, State Civil Defense Division (SODA) has
authorized its FY2003 Homeland Security Grant Program Funding of $599,400.00 for the
Hawaii County Civil Defense Agency.
$479,400.00 of the $599,400.00. must be used to purchase first responder equipment as
stated in the Memorandum of Agreement, dated May 16, 2003.
$120,000.00 must be used to hire personnel to support the grant program initiatives,
which should include Department of Homeland Security grant management and
administration, training, and exercises as the duties relate to the intent of this grant,
previous and future grants being administered through the Office for Domestic
Preparedness.
Clarification:
? Personnel hire is for two years ($60,000.00 per year) and includes all fringe
benefits.
? Person shall manage and administer all grants authorized the County of
Hawaii administered through the Offtce of Domestic Preparedness.
? Person should be familiar with grant management and administration
? Person need not be an expert trainer on Weapons of Mass Destruction (WMD)
or Chemical, Biological, Radiological, Nuclear, Explosives (CBRNE)
or Hazardous Materials (HAZMAT), but should be able to coordinate the
WMD, CBKNE and HAZMAT response training for responders.

? Person need not be an expert at conducting exercises, but should be able to
coordinate WMD, CBRNE and HAZMAT exercises for responders.
? Persons duties may not be limited to the above provided all of the above is
accomplished.
? Recommend that all duties relate to WMD, CBRNE and HAZMAT.
Should the Council approve Resolution No. 82-03 and Bill No. 120, we will work closely
with the Department of Civil Service to ensure that the hiring process is legal and
consistent with the practices of our County.
We will, also, ensure that the Council is provided a copy of the job description that is
developed in coordination with the Department of Civil Service.
Again, I do wish to apologize for the confusion, which I may have caused.
