As President of the Kona Eastwind Condominium Association
of Apartment Owners, I urge that immediate action be taken to
avoid a breakdown in our Kona waste disposal eyatem.
We have barn advised by Big Island Dia pooal, Int., ouY
contractor for KLC waste disposal, that the Kona land 111 may
close due to a Hawaii Supreme Court ruling that Hawai' County
erred in contracting with a private company to operat the
landfill. Biq Island Dispoeel •atimates that our was a disposal
costs will triple if the Kona landfill is closed, bec use our
waste will then have to be truoked to the Hilo landfill.
Based on newspaper accounts, this landP111 problem results
from disagreement by public employees unions with county use
of contract labor, instead of civil service employeesggq Sn
performance of governmental functions. Contract perf~rmanC•
of these functons was reportedly used because it is c caper.
We appeal to ouY State and County officials to solve this
problem quickly to avoid further increase !n our owners costa.
Condominiums have been forced to Sncrease owners monthly
maintenance Pesa algnificantly in recent years because of State
and County regulatory laws and regulations pertaining to
condominium reserve funds and private sewer system monitoring.
These messuree have not improved our local governmental Service,
and hove been repressive in a period of declining rea~ estate
values and depressed sales.
In addition, the threatened Kona landfill closure i!
inequitable because the coat increase will not be shelled by
all county and state residents. If it is ruled that landfills
must be operated by public employers, St should follow that
all waste and weaL•ewater disposal systems should b• operated
by public emplo}gees. This would require that infrastructure
be expanded to provide garbage disposal and sewer eyatem 6ervice
equitably to all reaidente, as a public service suppo~ted by
taxes, we solicit your support on this important mat er.
