SUBJECT: GENERAL PLAN AMENDMENT
Transportation - Roadways Maps
and Public Utilities Maps
We have reviewed the roadway maps in the present draft General Plan and find that we
need to propose some revisions. We have revised certain roadway maps to include the
roadways as reflected in the recently completed Keahole to Honaunau Regional
Circulation Plan and specific Change of Zone ordinances. In addition, we have included
certain existing and/or proposed mauka-makai collector roads within the North and South
Kona Districts.
The present draft General Plan designates the existing collectors/arterials in one color
(blue). In the revised roadway maps, we are differentiating by color the existing arterials
in blue versus the existing collectors in lavendar. The roadway classifications to
differentiate arterials versus collectors were determined through discussions with
Department of Public Works and by the Department of Transportation's State of Hawaii
Highway Functional Classification Route Listing (1993). In addition, we have changed
the color (from lavendar to gray) for the district boundaries.
The various roadway revisions are indicated in bold letters on each map and are as
follows. We have enclosed eleven (11) copies of the revised roadway maps.

Roads Map A - Keyhole to Kailua Area
1. Revise Proposed Mid -Level Arterial (referred as A-1 a) from Proposed Main
Street (now referred as C -2a) to Proposed Waena Drive (formerly C-2) roadway
alignment. Proposed Mid -Level Arterial will connect to Keohokalole Hwy rather
than Keanalehu Drive. Proposed Main Street will connect to Kamanu Street
within the Kaloko Light Industrial Subdivision.
2. Revise alignment (mauka portion) of A-6 Proposed Kealacehe Parkway
Extension.
3. Add C -IV Proposed Road Extensions from Kamanu Street within the Kaloko
Light Industrial Subdivision to existing Kealakehe Parkway, and Kanalani Street
within the Kaloko Light Industrial Subdivision to Keanalehu Drive.
4. Add C -V Proposed Hienaloli Road Extension to Palani Road.
5. Label roadways: Kamanu Street, Kealakaa Street, Henry St., and Hienaloli Road.
Roads Map B — Kailua to Keauhou Area
6. Add C -I Proposed Nani Kailua Drive Extension to Alii Drive.
7. Add C -VI Proposed Connection (Ordinance No. 87 47) from Proposed Kahului-
Keauhou Parkway to Ali `i Drive.
8. Add C-11 Proposed Connection (Ordinance No. 00 001) from Proposed Kahului-
Keauhou Parkway to Alii Drive.
9. Add C-111 Proposed Connection Lako Street to Alii Drive.
10. Extend C-10 Proposed Kahului-Keauhou Parkway from Kuakini Highway to
Queen Kaahumanu Highway.
11. Revise alignment of C-1 1 a Proposed "Mauka-Makai"Road (Laaloa connection).
12. Add other mauka-makai roadways: Aloha Kona Drive and Nani Kailua Drive.
13. Label roadways: Hualalai Road and Hienaloli Road.
Roads Map C - Keauhou to Kealakekua Area
14. Delete color (lavendar) of North and South Kona District boundary.
15. Add C -VII Proposed Haleki`i St. Extension. This extension is proposed to
intersect with the proposed Mamalahoa By -Pass Alignment.
Roads Map D - S. Nilo
16. Delete color (lavendar) of S. Hilo and Puna District boundary.
17. Revise Mohoub St. Extension (formerly C-13) as existing collector road.
18. Label roadways: Kilauea Avenue, Kinoole, Iwalani, Kawili and Manono Streets.
19. Reflect Kawili Street connection to Kanoelehua Avenue.

Roads Mao E - Puna
20. Delete color (lavendar) of S. Hilo and Puna District boundary.
21. Renumber proposed roads C-24 to C-25 (Railroad Ave. to Hawaiian Beaches),
and C-25 to C-26.
22. Add C -VIII Puna Emergency Road.
Roads Map F - South Kohala
23. Delete color (lavendar) of district boundaries between South Kohala and North
Kona, North Komi and Hamakua, South Kohala and Hamakua, and Hamakua and
North Hilo.
24. Renumber proposed roads C-26 to C-27 (Waimea By -Pass), and C-27 to C-28.
Roads Map G - Ilatnakua
25. Delete color (lavendar) of Hamakua and South Kohala District boundary.
26. Renumber proposed roads C-28 to C-29, C-29 to C-30, C-30 to C-31, C-31 to
C-32, and C-32 to C-33.
Accordingly, we are proposing the following amendments to the Courses of Action
section of the General Plan:
South Hilo - Page 317: Delete lAinako Street should extend across Kaumana
Drive to meet the Mohouli extension to provide one of the major
mauka cross -city connections.)
North Kona - Page 323: Revise "Construct theLollowing north -south collector
and arterial roadways from Palani Road and extending north to the
proposed University Drive 1) Ane Keohokalole Highway (Waena
Drive) 2) Keanalehu Drive (Main Street) ; and 3) Kealakaa Street."
Page 324: Add "Extend Nani Kadua Drive to connect to Alii Drive."
South Kona — Page 325: Add "Extend Haleki'i Street to connect to the proposed
Mamalahoa Bypass Highway."

The present draft General Plan reflects existing Generating Stations & Sub -stations, and
existing Windfarms. We have received from Hawaii Electric Light Company (HELCO)
information to revise the Public Utilities — Electricity map to reflect the Type of Facility
and to distinguish the facilities between HELCO owned versus Independent Power
Producer. Accordingly, we have revised the map and also added, deleted or changed the
name of facilities as follows. Accordingly, we have enclosed eleven (11) copies of the
revised Public Utilities

1 request that the Council substitute the enclosed revised maps for the ones contained in
the December 21, 2001 draft. We would appreciate the Council's favorable action on the
above-mentioned suggested changes to the Transportation — Roadways maps, Courses of
Action portion of the General Plan document, and Public Utilities — Electricity map.
In my letter of August 21, 2002, 1 requested that the Council modify proposed LUPAG
amendment H-1 (S. Kona - 1) to follow Map 2 attached to said letter. The subject area is
around Kealakekua Bay and includes some of the makai portions of the Keopuka
property. We have prepared for replacement the revised S. Kona - 1 colored map
showing the amendment that is referred to as H -I and H -I a.
