Dear Council Member Arakaki:
I would like to take this opportunity to again express my sincerest appreciation for your support of
the Fire Department. As you are well aware, through our commitment to effective strategic planning, we are
confident that we will develop and maintain a level of service for our community that is second to none.
In our efforts to define our mission and identify levels of service, it has been determined that with
respect to the establishment of Volunteer Fire Stations, we may have been operating outside our scope of
authority. Pursuant to the Hawaii Revised Statutes 46-13.1], The council of the several counties may
establish and maintain one or more volunteer fire stations in any area or m•eas of the county as it may
determine to be necessary to provide adequate fire protection.
It appears that the authority to either establish or deny the establishment of a volunteer fire station
rests with the Council and not within the discretion of the Fire Chief. Given this statute, I will continue to
work with all communities that express a desire to establish a volunteer fire station; however, I will request
that a formal communication he addressed to their respective Council representative to assure that the matter
is brought before Council for approval.
Please rest assured that it is not my intent to delay, or in any way hinder, the establishment of future
volunteer fire stations but rather my commitment to follow the rules and requirements set forth and promote
a fair and equitable distribution of resources.
