Our organization, the Upper Kaumana District Council, (UKDC) was formed some 12 years ago with a "responsible" pro-developer focus. Please note a copy oI'our last UKDC newsletter and minutes. The Kaumana community was surveyed over 10 years ago, with their number one emphasis remaining on a park. To date, the UKDC continues to recommend the need fora 5 acre (minimum) "gated" park for our children near the Kaumana Elementary School, with a minimum of water and toilet facilities. We invite any large-scale developer to meet our needs, especially since we have "no say" with the recent Hawaiian Homes development. Currently, the Bill #44 (draft 2) proposed by R.M.Towell deserves some clarifications. Thank you, for delaying the decision at your last council meeting. The UKDC saw draft 1 and attempted to correct Towell last year that there is no park in Kaumana. Hence, the community deserves a Public Hearing with the developer, Richard Towell. Please suggest a date in September and the UKDC organization will publicize your meeting date at Kaumana Elementary School's Cafetorium - 7:OOpm. Upper Kaumana District Council (attendance sheet attached) Frank Lafita called meeting to order at 7:30pm, held at Kaumana School's Cafetorium on September 14, 2002. Started with short introduction of board with special thanks to our guest speaker, B.J.Leithead-Todd- Treasurer's report with $169.26 balance, after expenses. Old Business: -Update on completion of Puainako Extension (phase 1) estimated between summer `03 and `04, with eventual extension to Hilo airport; Phase 2 & 3 dependent on current land-use cases and federal financing of Saddle road, bridging Hilo airport with Kona airport. -Review of current proposed housing developments: 1). Hawaiian Homesteads -planning #49 homes with bull-dozing along extension of~ Uhaloa Road, parallel to Kaumana Drive. Edward Andrade invited to meeting but unable to make it due to short notice. UKDC suggested more personal introduction to the conununity before bull-dozing initiated. B.J. suggested re-evaluation of flooding in the area and emphasis on no cesspools, circa Kaumana Caves area. 2). Developer, Richard Towell, proposed a 96 lot development between the new Puainako Extension, above Wilder Koad. Original proposal changed to 36 lots according to developer, pending confirmation of proposal. B.J. looking at value of fair share impact fees (land or money) and is seeking a 4 acre soccer field at the flood zone or equivalent. 3). In addition, B.J. mentioned that Rep. Jerry Chang is looking at a lazger development proposal with potential for an 8 acre pazk which would be in 4 acre increments. _Water Access to Kaumana City: Roy Flynn from Legislative Advisors Office introduced a water hook-up project currently in progress by a larger Kona community costing $4,600,000, with completion over 10 years. Roy urged Kaumana City residents to look at their long-range plans and cost of installment and upkeep of current water catchment systems over the span of their years. _Review of possible commercial business at makai end of Puainako Ext. & Wilder Road: Avalon Development Company did survey of community needs but no commitment or proposal until Puainako Ext. completed, per Steve Lau -Project Analyst. New Business: 1). Carol Denis interested in introduction of Neighborhood Watch to Kaumana Estates. UKDC will contact Officer Sherlock to introduce idea and address ATV (All Tettain Vehicles) nuisance, shared by Kaumana City. Problem has not been resolved by verbal warnings and both communities aze seeking formal "written warnings" of parents. 2). LJKDC board members urged B.J. to introduce an"Ordinance"(or law) to allow fair treatment by the Planning Department. The current system of "memorandum of understanding" negotiated between County Council and developers often leads to favortism and broken promises. UKDC meeting was adjourned by 9 OOpm.
