Rl:: Bill Amending the Parks and Recreational Facility Schedule
Naming Spencer Beach Park-"Spencer Park at'Ohai'ula Beach" and the
pavilion at'Ohai'ula be named the "Samuel Mahuka Spencer Pavilion".
I~his is to transmit a bill amending Section 15-68.1, Hawaii County Code, Parks and
Recreational Facility Schedule, b} naming Spencer Beach Park -"Spencer Park at
`C~hai`ula Beach" and the pavilion at 'Ohai'ula "Samuel Mahuka Spencer Pavilion".
Members of the Association of Hawaiian Civic Clubs have duly adopted the attached
resolution at their 43rd Annual Convention urging that the original place name of
'Ohai'ula be included in the more accurate renaming of Samuel M. Spencer Park at
Kawaihae. The Association of Hawaiian Civic Clubs is a confederation of 47 civic clubs
located throughout the State of Hawaii and in the States of Alaska. California. Colorado.
Nevada and Utah. They are the oldest grass roots, community-based Hawaiian
organization, having been lormed in 1918 by Prince Jonah Kuhio Kalanianaolc. 'I~his bill
places the more complete and accurate name on the facility schedule.

I enclose for your information and records, a resolution that was
adopted by the Association of Hawaiian Civic Clubs at our 43`d Annual
Convention on November 16, 2002, in Las Vegas, Nevada.
The Association of Hawaiian Civic Clubs is a confederation of 47 civic
clubs located throughout the State of Hawaii and in the States of Alaska,
California, Colorado, Nevada and Utah. We are the oldest grass-roots,
community-based Hawaiian organization, having been formed in 1918 by
Prince Jonah Kuhio Kalanianaole.
Among our objectives are to take an active interest in the civic,
economic, social, health and moral welfare of our community. We also host a
convention to provide a forum for our members to discuss issues of mutual
interest.

URGING THAT SPENCER BEACH PARK BE GIVEN BACK ITS ORIGINAL NAME'OHAI'ULA AND
THAT THE PAVILLION AT'OHAIULA BE NAMED THE SAMUEL MAHUKA SPENCER PAVILLION
WHEREAS, 'Ohai'ula, located in the South Kohala District of Hawaii Island, within Kawaihae, south of
Pu'ukohola Heiau National Historic Site, is the original name of the area now known as Spencer Beach Park;
WHEREAS, 'Ohai'ula is the first white sand beach north of the Kohala coast;
WHEREAS, 'Ohai'ula refers to the red-banyan trees that once thrived there;
WHEREAS, Spencer Beach Park was named after Samuel Mahuka Spencer, a native of Waimea, Hawaii and a
county chairman of Hawaii Island from 1924 through 1944;
WHEREAS, the name of this place and the many names within this place are only preserved by oral histories
and old maps;
WHEREAS, the only place the history and culture of'Ohai'ula is taught is here in Hawaii nei;
WHEREAS, the traditional people, history and culture of'Ohai'ula were displaced with the dredging of the
Kawaihae Harbor and now with the return of Hawaiian people to the area so must the history, and culture return to pono;
WHEREAS, our future generations must learn and carry on the original place names of Hawaii as part of
perpetuating Hawai'i's native culture and traditions; and .
WHEREAS, currently there are no public signs that display the original name of this place;
NOW, THEREFORE BE IT, RESOLVED, by the Association of Hawaiian Civic Clubs in Convention at Las
Vegas, Nevada this 16~h day of November, 2002, that the name'Ohai'ula be returned, and that the pavilion at'Ohai'ula
Beach be named the Samuel Mahuka Spencer Pavillion; and
BE IT FURTHER RESOLVED, that the name Spencer Park at'Ohai'ula Beach shall be utilized on all signs
referring to the area now known as Spencer Beach Park; and
BE IT FURTHER RESOLVED, that certified copies of this resolution be sent to County of Hawaii-Parks and
Recreation Department, Hawaii County Mayor, Hawaii County Council, Office of Hawaiian Affairs and the Family of
Samuel Mahuka Spencer.
The undersigned hereby certifies that the foregoing Resolution was
duly adopted on November 16, 2002, at the 43b Annual Convention of
the Association of Hawaiian Civic Clubs at Las Vegas, Nevada
