SUBJECT : MARIJUANA ERADICATION MISSION FOR THE MONTH OF JULY 2003
The Hawaii Police Department conducted a marijuana eradication mission on July
15-17, and 19, 2003, in East Hawaii.
As required by Resolution No. 46-01, reports indicating the number of plants eradicated
and the number of complaints received from the public, the type of complaint and the
complaint disposition are attached.

Complaint:
Caller knows that caller's 14 acres are in the flight pattern. Related that the helicopter was flying at the
tree tops on caller's property. Caller added that three circles were made around caller's property and
then left the area. The helicopter flying above caller's property scared caller's animals as well as
caller.

Reason for Being in Area:
Request from Community Policing Officer to check area above Waiakea-Uka Park for possible
marijuana cultivation.
Time in Area: Not more than 5 minutes No. of Plants Recovered: None
Immediate Action Taken:
Left prior to complaint received.
Comments:
Conducted reconnaissance of area above Waiakea-Uka Park by circling the area from above 1,100
feet. No plants could be observed from that altitude. Caller had no objection as to the reason why we
were in the area. Caller added that Natalie Benevides has a drug house.

Complaint:
Caller stated that caller does not usually call but helicopters have been flying low for over 1/2 hour near
caller's warehouse. Caller could not see "HPD" on the bottom of the helicopter but does not have good
vision.

Spotting for "working" helicopters."

Immediate Action Taken:
Helicopter moved off.
Comments:
Caller was recontacted and informed that many marijuana plants were being pulled and caller did not
have a problem with that as caller was able to observe the helicopter with the rope at a distance but
wanted military chopper to leave. National Guard helicopter was contacted and moved out of area.
